摘要 随着灾害事故发生频次的不断增多、处置难度的不断增大,仅依靠受灾行政区域内有限的应急救援力量根本无法完成任务,特别是在行政区域边缘地带发生灾情时,受灾行政区域内的应急救援力量比邻近行政区域应急救援力量到场慢的情况经常发生。为了改善这一现状,该文提出了一种多层级应急救援力量协同的方法,包括战区、区域和网格3种协同形式,探究了协同调度的原则,构建了协同调度模型和流程。以不同行政区域的消防应急救援力量协同为例,对区域协同调度进行了实例验证。结果表明:该研究可以有效缩短应急救援首战力量的到场时间,有助于优化应急救援调度工作。

Abstract:The increasing number of disasters and the increasing difficulties in dealing with these disasters cannot be easily handled by just the limited emergency rescue forces within one administrative area. Especially when the disaster happens at the edge of an administrative area, the emergency rescue teams within the stricken area can often be much slower than the rescue forces in the adjacent area. This paper describes a coordinated multi-level emergency rescue system with three forms of synergistic relationships in the disaster zone, the region and the grid. The analysis examines the principles of cooperative dispatch and gives models for effective cooperation. The cooperative dispatch of fire protection emergency rescue forces from different administrative regions is used to verify the regional cooperative dispatch model. This study can effectively shorten emergency rescue force arrivial times and optimize their dispatch.
